Examination of Chelsea Out-Pensioners

HEH STG Correspondence 443 (22). 29 October 1819.

On 29 October 1819, the Prince Regent issued a proclamation that all Out-Pensioners of Chelsea Hospital were to be examined for fitness for Garrison Duty. Tobias Ledbrooke was ordered by the Army Medical Department to conduct an medical examination and particularly to comment on the efficacy of new treatment by Sir William Adams. The examination was at Aylesbury on 4 November. 

A list of men & regiments to be examined is appended to these orders, as well as short note by Ledbrooke giving details of eye conditions of 7 men. A further note on eye conditions observed at the examination is at HL STG Box 446 (41).

Sir

The examination of the Out Pensioners of Chelsea ordered by the late Proclamation of his Royal Highneƒs the Prince Regent, on which you are to be employed, seems to offer a favourable opportunity of ascertaining the State of those Persons who enjoy Pensions either for a total or for partial loss of Vision; you will therefore carefully & minutely examine the Eyes of all Persons of this description who may appear before you, and you will transmit to us an accurate Report thereon, detailing professionally Report thereon, detailing profeƒsionally the nature of the Surgery sustained by the Eyes; and, as so far as may be practicable, the present state of Vision.

As many persons of this description have been subjected to what has been termed by Sir William Adams, his new mode of Treatment, you will receive herewith a list of their Names, and you will carefully examine the Eyes of these Men and pay particular attention to the state of the Cornea and of the Conjuncture lining the Palpebrae; you will also notice the result of any operations which may have been performed on their Eyes; more especially for Cataract or for the formation of artificial pupil, and endeavour to ascertain whether Vision has been benefited or rendered worse by the treatment of this Oculist.
